通知提出，取消食鹽產(chǎn)銷區(qū)域限制(regional restrictions for salt production and wholesale)，改革食鹽政府定價(jià)機(jī)制(government pricing mechanism)。從2017年1月1日開始，放開所有鹽產(chǎn)品價(jià)格(liberalize the price control on all salt-related products)，食鹽生產(chǎn)和批發(fā)企業(yè)將可開展跨區(qū)域經(jīng)營(yíng)(salt production and distribution companies will be allowed to sell salt in different regions)。

根據(jù)通知，我國(guó)政府將不再核準(zhǔn)新增食鹽定點(diǎn)生產(chǎn)和批發(fā)企業(yè)(the government will not approve new producers and wholesalers in the business)，鼓勵(lì)現(xiàn)有食鹽生產(chǎn)、批發(fā)企業(yè)兼并重組(encourage existent entities to reorganize through mergers)；鼓勵(lì)社會(huì)資本進(jìn)入食鹽生產(chǎn)領(lǐng)域，與現(xiàn)有定點(diǎn)生產(chǎn)企業(yè)進(jìn)行合作(private capital will be encouraged to enter the salt production business via cooperation with existing authorized production companies)；鼓勵(lì)國(guó)有食鹽批發(fā)企業(yè)在保持國(guó)有控股基礎(chǔ)上引入社會(huì)資本(attract private investment but must remain State-owned)。
