NPC committee inspects online system for judgment execution at SPC

A team led by Xu Shaoshi, a member of the Standing Committee of the 13th National People's Congress (NPC) and chairman of the NPC's Financial and Economic Affairs Committee, surveyed the building and operation of an online query and control system for judgment executions and held a seminar on the revision of the Enterprise Bankruptcy Law during a visit to the Supreme People's Court (SPC) on March 24.

Zhou Qiang, secretary of the leading Party members' group and president of the SPC, attended the seminar.

Zhou said that intensified efforts in judgment executions and bankruptcy trials are important responsibilities of the people's courts in deepening the supply-side structural reform, it is also a requisite for the improvement of the socialist market economy, building a law-based business environment and promoting high-quality development.

With full, accurate and comprehensive implementation of the new development philosophy, people's courts should materialize the legitimate rights and interests of the winning parties in lawsuits in a timely fashion, promote the orderly exit of market players, form effective relief plans for them, and provide strong judicial services to the building of a new development paradigm, according to Zhou.

Zhou recognized efforts by the NPC and its Standing Committee to support and supervise court work. The study visit conducted by the NPC's Financial and Economic Affairs Committee regarding the enforcement of the Enterprise Bankruptcy Law and proceedings of insolvency-related cases also plays an important part in promoting the court work, he noted

He said the SPC will actively play its part in revising the law and contribute to building the country's insolvency legal system. The top court will make efforts to study and implement the suggestions raised by the committee, improve the online query and control system for judgment executions, include more information in the system, and ensure national and personal information security, he added.

Endeavors will also be made to crack down on malicious evasion and cancellation of debts, effectively protect the legitimate rights and interests of creditors and debtors, and promote the decisive role of the market in allocating resources, according to Zhou.

In overcoming the execution predicament in bankruptcy cases, Xu said that people's courts have made marked progress through such efforts as active application of information technologies, punishment over dishonest debtors, and online judicial auctions.

Xu suggested the SPC further improve the online query and control system and put it to better use. Meanwhile, the Financial and Economic Affairs Committee will strengthen communication and exchanges with the SPC to jointly improve China's insolvency and judgment execution systems, he said.
