Born: November 1960, Yuxian county, Shanxi Province.

Gao has a PhD in law and joined the CPC in 1982; he began work in December 1977.

Gao was, first, a worker in the Building Materials Plant, Yuxian county.

In 1978, he was admitted to the School of Chinese Language and Literature, Shanxi University, with a major in Chinese language and literature; after graduation, he was a Yuci municipal CPC committee official, deputy secretary of the municipal Communist Youth League, deputy secretary-general of the municipal committee and head of the municipal committee office, deputy secretary of the Jinzhong Communist Youth League, director of investigation and study office of the Youth League of Shanxi province, and office director.

In 1993, he became deputy secretary, Youth League Committee of Shanxi (temporary deputy director, Propaganda Dept, Central Committee, Communist Youth League, 1993, and deputy secretary, Jincheng suburban committee, 1994).

In 1995, he was elected chairman, provincial Youth Federation. In 1996, he became secretary, Youth League committee, Shanxi, and secretary, Party leaders group.

In 2001, he became deputy secretary, Jinzhong city. In February 2006, he became secretary, Shuozhou CPC committee; later that year, member, Standing Committee, Shanxi CPC committee, and head of propaganda dept, Shanxi.

In December 2008, he became a member, Standing Committee and secretary-general, Shanxi CPC committee.

Gao once was a member of the 9th Shanxi CPC committee, a representative of the 8th and 9th Congress of Party Representatives, Shanxi, a member of the Standing Committee of the 9th People's Congress of Shanxi, and a representative of the 9th, 10th and 11th People’s Congress of Shanxi.
