Improving Reforms to Enhance the Efficacy of Space Governance: A Case Study of Local Space Governance in Shenzhen Municipality (No.271, 2021)

Abstract: Shenzhen Special Economic Zone has taken the lead in local space governance reform across China. Currently, the construction of ecological civilization and the development of the national spatial planning system has brought new opportunities for space governance in Shenzhen Municipality while posing new challenges. The law and regulation systems for space governance need to be improved and incentive mechanisms need to be developed. The space planning evaluation system and efficacy of space governance also need to be enhanced. To build itself into a leading demonstration zone of socialism with Chinese characteristics, the municipal government of Shenzhen needs to promote space governance reform through giving full play to local advantages in its system, improving laws and regulations of the space governance through its dual legislative rights, clarifying its power of planning and space governance, and launching the most stringent system of ecological environment protection and resource utilization to improve the management system of space governance. Efforts are needed to establish incentive mechanisms of space governance through developing objective and effective dynamic space governance and evaluation mechanisms, to improve space governance supervision through monitoring, evaluation and early warning mechanisms, and to enhance the efficacy of space governance through building a space governance information platform and enhancing personnel training.
