Abstract: Since 2010, hydrogen energy has gradually become an important part of the national science and technology innovation and energy strategies. The hydrogen energy industry has developed steadily whereas the top-level design and planning are inadequate, government supervision remains insufficient, policy systems are incomplete and technology and equipment manufacturing have weak points to be addressed. During the 14th Five-Year Plan period, we need to follow new development concepts, build a new development pattern of hydrogen energy, support the growth of leading enterprises, boost market demands through supply-side technological innovation, cultivate industrial clusters with a sound environment and solidify the foundation for further development. To this end, we need to further coordinate and improve the policy system for the entire hydrogen energy industrial chain, develop industries of producing hydrogen as renewable energy and promote the research and development and application of technologies for the storage and transportation of compressed and liquid hydrogen. We need to encourage the transformation and extension of petroleum and gas stations into hydrogen stations, increase infrastructure facilities, and support the demonstration and application of terminal products of vehicles powered by hydrogen energy, backup chargers and distributed generation facilities.
