Suggestions on Encouraging and Regulating Non-Governmental Sector Kindergartens (No.292, 2020)

Abstract: At present, the pattern of both public and private kindergartens in China is basically formed, and the inclusive private kindergartens have become a major supplier of the pre-school education resources. However, the running of kindergartens by non-governmental sectors still has many problems. We need to encourage and regulate kindergartens of non-governmental sectors in the following aspects. First, the quality and efficiency improvements of private kindergartens need to be realized through the effective implementation of policies. Second, we need to deepen the reform of deregulation and services and stimulate the interests of non-governmental sectors in the running of kindergartens, adjusting the existing access criteria on the premise of ensuring the safety of children and supporting normal children-care and educational activities, and managing the private kindergartens with prior registration and filing and operational and post-operational supervision based on the industrial standards. Third, the government needs to carry out the requirements for the classified management of varied private kindergartens and set up different supporting systems accordingly. Fourth, inclusive private kindergartens need sound guarantee mechanisms. The establishment of the fund guarantee mechanism and the dynamic adjustment mechanism of fiscal subsidies is necessary. Fifth, the monitoring system of inspection and the evaluation need to be fleshed out to separate management and evaluation, and the supervision system needs to be fully implemented to enhance the quality of child-care and education of the private kindergartens.
