Policy Options on Compiling Guidelines for National Land Space Planning (No.184, 2020)

Abstract: The compiling of national land space planning and putting it into effect is a major goal for improving China’s national governance system in the new era and building an ecosystem-friendly society. The national land space planning is the core of national land space planning system. The national land space planning is a comprehensive and binding plan with fundamental and strategic significance, which lays the foundation for other spatial planning. Currently, the compiling work is underway though it is an arduous task and against a tight schedule. To efficiently give a set of scientific guidelines for this planning, this paper raises the following policy options on the overall approach, framework and major points relating to the planning and the compiling process. First, cross-department coordination and cooperation need to be strengthened. Second, the compiling work needs to be transparent to the public and encourage social circle to put forward their opinions. Third, relevant benchmark data need to be fully prepared. Fourth, the present spatial planning needs to be better coordinated with and tailored to the ongoing planning.
