Abstract: Under government policy guidelines, China’s cultural industry’s growth is featured by innovation-driven and consumption-driven models. There are huge differences between different provinces in terms of local cultural industry. Facts show that tailored development approaches in light of local conditions can bring about better growth. Specifically, operation of specialties will propel the product development of areas with a low-level cultural industry. Investment concentration can promote the in-depth cultural industry development for areas with weak industrial basis. Overall innovation has driven the industrial upgrading of highly-developed regions such as Guangdong province. Resource integration has enhanced the profitability of cultural service businesses in Zhejiang province. Therefore, local industrial development models need to take a diversified and targeted manner. Policy options are raised as follows. First, industrial growth models need to be classified. Second, local cultural industry needs to be advanced by differentiated models bolstered by innovation-driven, investment-driven and resource-based approaches. Third, policy-making procedures need to be improved and cultural consumption policies need to be implemented on a case-by-case basis. Fourth, innovations on cultural industry policies need to be strengthened to provide more public-interest services.
