Enhance Collective Property Rights Based on Solidified Collective Economy: Research Findings on the Development of Collective Economy in Fengcheng City, Jiangxi Province (No. 76, 2020)

Abstract: Without changing the boundary of village-level collective property rights, Fengcheng city in Jiangxi province, has made great efforts to promote land trading, reduce idled land, improve the stock cooperative system and replenish collective assets. The local government has launched open circulation and transactions based on platforms to effectively allocate collective assets in a larger scope, withdrew the idled construction land from the market with compensation to improve the value and utilization efficiency of land, developed various forms of stock cooperative systems to boost the rural factor market and made good use of financial support for agriculture in a bid to replenish verifiable physical assets. By bringing into play the leading role of the government and market-oriented regulation as well as independent operation of collective economic organizations, these measures have broken limitations of traditional development approaches of collective economy and provided valuable references for exploring the effective operation of rural collective economy. To give full play to the advantages of collective property rights, the paper notes that related departments need to improve the collective economic organization and service systems, improve the design of the income distribution system, develop a new market-oriented operation mechanism and explore effective measures for advancing the collective economy.
