Abstract: In the situation of COVID-19 pandemic, digital technology is accelerating its own reconstruction, which has sped up the transformation of digital culture industry and further released the potential of digital culture consumption. Digital economy has increased the total factor productivity and promoted the rapid development of digital culture industry, which is conducive to the creative transformation and innovative development of traditional Chinese culture, the integration of digital culture industry and the development of relevant industries. New forms of culture are constantly emerging and the leading role of digital cultural industry in the development of digital economy is further highlighted. By exploring the new opportunities and existing problems faced by the development of digital culture industry such as new technology, new cultural and creative industry, industrial Internet and digital culture going global, this paper puts forward some policy options on accelerating the development of digital culture industry. We need to establish a social-benefit-priority orientation in the process of developing and boosting our socialist literature and art. We need to attach importance to the research, development, application and transformation of digital culture technology and raise the level of industry standardization. We need to encourage medium-sized, small and micro cultural enterprises, professional creative organizations and individuals to innovate and create. We need to improve the protection system for intellectual property rights. We need to carry out cultural and people-to-people exchanges with other countries and enhance further cultural opening-up.
