Abstract: The integration of non-registered residents with community development has become the focal point of grassroots social governance in the new era. At present, the contradictions emerged during the integration of non-registered residents with community development are related to economic interests, political rights, social security, cultural identity and social life whereas the ways for contradiction resolution are still inadequate. For example, the organizations for contradiction resolution are weak, the institutional mechanism is incomplete, the means and measures are limited, the laws and regulations are imperfect and the publicity and education are not in place. In recent years, Nanhai district in Foshan city of Guangdong province has achieved remarkable progress in its efforts to resolve the contradictions emerged during the integration of non-registered residents with local community development. It has established diversified mechanisms for contradiction resolution, cultivated mediation institutions for addressing major contradictions and pushed ahead with the grassroots democratic oversight over management. These measures have greatly alleviated the contradictions and disputes connected with non-registered residents. Its experience offers significant reference to the grassroots community governance in the new era.
