Abstract: Since the 18th CPC National Congress, the development of cultural programs in China’s rural areas has focused on the cultivation of civilized rural communities, the building of public cultural service systems and the enhancement of cultural industry development. China is making efforts to upgrade the rural cultural development from the ethical, social and material aspects and has achieved remarkable results. With the advancement of civilized rural communities, the county governance has got sound results with the assistance of local worthies. The system of public cultural services in rural areas keeps making improvement. And the cultural industry in rural areas is making obvious progress. However, some prominent problems remain to be addressed. For instance, farmers’ principal role in rural cultural development is not given due attention and relevant organizations are not in place; the supply of public cultural products in rural areas is not efficient; the quality of rural cultural industry is inappropriate; and the number of high-caliber personnel is inadequate for rural cultural development. Some policy options are made as follows. First, the policies need to be made in a scientific manner to meet the farmers’ needs on cultural programs. A diversity of entities needs to be introduced into rural cultural development. A sound environment needs to be created to better the quality of rural cultural industry. Besides, the number of personnel engaged in cultural work needs to be increased.
