Abstract: Digital transformation has exerted a profound impact on accelerating digital economy-oriented reform of government work and it has in particular endowed much more significant digital-driven features on the transformation of governmental functions. Based on a more intensified and flat organizational structure as well as a user-centered reshaped procedure, the government will better serve the development of industry with its open and transparent data. At present, the digital transformation-based reform designed to streamline administration, delegate more powers to lower-level governments and improve regulation and services has achieved proactive progress in terms of both the central and local governments, and it has also facilitated investment effectiveness, improved the efficiency of coordinated regulation and realized the in-depth integration of Internet Plus government services. But it needs to be noted that the overall data openness of the government is yet to be enhanced, and problems including data fragmentation, data heterogeneity and data isolation have become the three major bottlenecks checking the building of a digital-oriented government. In addition, there are still many underlying risks in pushing ahead with data disclosure, the data mining lacks application scenarios and its role in assisting the decision-making of the government calls for further enhancement. Based on the open sharing of data resources of the government, future work needs to focus on exploring ways of operation for the diversification of digital transformation, and boosting the further development of the people-oriented reform of streamlining administration, delegating more powers to lower-level governments and improving regulation and services.
