Abstract: The Handan city of Hebei Province, has carried out the targeted poverty prevention pilot project in Wei County and Guantao County. The project aimed at non-poor low-income households and households which have been lifted out of poverty but whose income are still not high and stable. The project grasped the key factors that cause poverty such as “diseases, education and disasters”, set up the classified targeted poverty prevention measures, and established a set of working mechanism of early warning, verification and execution. Handan's practice has set a good example for consolidating poverty alleviation achievements and improving poverty alleviation quality in non-deep poverty-stricken areas, narrowing the policy gap between filed households and non-poor low-income households as well as the gap of filed households before and after 2020, identifying targeted groups through medical care and education expenditure data, and third party institution participating in the implementation of public policies. It is suggested that in the national anti-poverty campaign, the anti-poverty mechanism of “disease, education and disaster” should be set up for non-poor low-income households and households which have been lifted out of poverty but whose income are still not high and stable. Rural poverty alleviation after 2020 should be implemented within the new policy framework, redefining the relative poverty line according to new criteria, changing the identification method for poor people, shifting from “pre-determined” to “post-review” mechanism, and making good use of big data and third-party institutions.
