Abstract:

Social governance in inter-regional areas between neighbouring provinces and counties is a relatively prominent problem. Dengshai village in Liping county of Guizhou province borders on Fulu village in Sanjing County of Guangxi province. Both villages broke the boundary of provincial administrative regional division and built a “joint Party branch” in the inter-provincial areas, which has resolved governance issues, addressed relevant contradictions and conflicts and enhanced exchanges in these areas. They have summarized the experience of carrying out coordinated efforts in eight aspects for social governance in inter-provincial areas, and promoted local social and economic development. The villagers’ practice in building “joint Party branch” in inter-provincial areas is a positive experience and can be applied to other places. It is suggested that “joint Party branch” can be built extensively in similar villages and, based on that, a working mechanism can be established so that people can make coordinated efforts to prevent security accidents, address conflicts, hold related activities and make innovations. It is also suggested that efforts should be made to fully tap the traditional and nongovernmental mechanism for resolving disputes and social governance issues through joint endeavour between all departments in related provinces, prefectures and counties in inter-provincial areas.
