Abstract:

It is a historical mission as well as an inevitable option for the national high-tech industrial development zones to enforce the upgrading operation of the innovation-driven strategy for its development and transition in the new era. Compared to the world-level innovation "center areas", there is still a long way to go for the national high-tech industrial development zones in terms of regional innovation vigor, industrial competitiveness, the radiating function and leading role as well as the ability of sustainable development. Therefore, analysis should be made in the light of factor provision, target result, concept inspiration and development tendency on the basis of the changes in the internal and external environment. For now, the national high-tech industrial development zones are facing problems and challenges contradicting each other, finding expression in the increase of factor costs and the degradation of preferential policies, the increasing speed of economic development and the low ability of innovation, the convergence of policy models and the disparity of target moves, the diversified resource distribution and the rigid management mode. It can be concluded that development has been confronted with unprecedented restraint both in scale and intensity, and the contrast between the four forms of expression are rather distinct.
