By Chang Jiwen, Research Institute of Resources and Environment Policies, Development Research Center of the State Council (DRC); Cao Baicheng, Shao Bai, Zhao Xiaochuan and Zhou Yi, Beijing Administration of Work Safety

Report No 127, 2014 (Total No 4626)

- Beijing's experiences from 2008 to 2013 and its implications

Summary:

Beijing plays a leading role in China's industrialization, urbanization and urban-rural integration so the work safety problems that occurred in Beijing may be also found in other regions of China. From 2008 to 2013, work safety accidents in the construction, manufacturing and service sector accounted for nearly 90 percent, with falling, electric shock and striking accidents taking up around 60 percent. Most of the accidents happened in urban function expansion areas and new development zones, accounting for over 75 percent of the total. More than 80 percent of accidents are caused by violation of operating regulations and work disciplines, as well as problems in safety facilities, working place, personal protective equipment and training.

The typical work safety accidents found in Beijing depict the characteristics of general accidents. Other regions in China could take Beijing's experiences and measures as reference and work on their supervision areas, supervision industries, trainings and supervision approaches.
