China's annual investments in the cultural industry have increased by more than 20 percent on average since the 17th National Congress of the Communist Party of China took place in 2007, according to the Ministry of Culture.

The national cultural budget has gone from calling for 19.9 billion yuan ($3.13 billion) in spending in 2007 to 29.26 billion yuan in 2011. And the budget for cultural institutions at or below the county level took up 47.7 percent of the national cultural budget, 19.5 percent points up from 2007, said Zhao Wen, director of the Ministry of Culture's department of finance.

In the past five years, China invested 3.95 billion yuan to build cultural stations at the township level, and at the same time built Chinese cultural centers in France, Germany and Mauritius. Chinese cultural centers will also open soon in Bangkok, Madrid and Moscow.
