The railway is designed to travel at a speed of 300 kilometers or more per hour and will begin construction in 2010.

The high-speed railway construction will begin from the Beijing-Shanghai high-speed railway's Bengbu station in Anhui Province and pass through Hefei, Huangshan Mountain and Shangrao in East China's Jiangxi Province, and to Wuyi Mountain, Nanping and Fuzhou in Fujian Province, according to a meeting summary signed by the Ministry of Railways and the Fujian provincial government.
