The World Internet Conference Zhejiang Office was officially unveiled on Thursday in Wuzhen, Tongxiang city, East China's Zhejiang province. It's the first representative agency set up by WIC.
In a speech at the office's inauguration, Ren Xianliang, secretary-general of the WIC, said that he expected the office to play a more active role in further promoting the development of the WIC and to function as a bridge for the high-quality development of Zhejiang and local industries.
"The WIC, which originated in China, belongs to the world and is a common platform for global cyberspace. The evolvement of the WIC from a conference to an international organization signifies a qualitative leap," Ren said. "The establishment of the Zhejiang Office ushers in a new chapter of the organization."
Established in July last year as an international organization, the WIC is headquartered in Beijing, with the aim of serving as a global platform, working with the world to solve major issues and challenges, and building a community with a shared future in cyberspace.
The members of the WIC include international organizations, leading global internet companies, industry associations and research institutes, among others.
Since 2014, the annual World Internet Conference Wuzhen Summit has been held for nine consecutive years in Wuzhen, which is the summit's permanent site and a picturesque ancient water town in Zhejiang province.
"The WIC has witnessed the rapid rise of China's internet industry," said Lu Shan, vice-governor of Zhejiang province. "It has also witnessed the rapid development of Zhejiang's digital economy."
As the WIC Wuzhen Summit enters into its 10th year, the newly inaugurated Zhejiang Office will make more contributions to the building of a community with a shared future in cyberspace, Lu said.
Official statistics show that China's digital economy grew to 50.2 trillion yuan ($7.01 trillion) in 2022, ranking second in the world and accounting for 41.5 percent of its GDP. Home to China's leading e-commerce and internet companies such as Alibaba, Zhejiang saw its digital economy increase by 12 percent in 2022, reaching 4 trillion yuan.
Last year, the WIC Wuzhen Summit drew a record 2,100 guests, online and on site, from over 120 countries and regions. The 2023 summit is expected to be held in the fall.

Buoyed by an uptrend in digitalization in China in recent years, and applications in various fields of digital solutions during the COVID-19 pandemic, the country is stepping up its building of a more digitalized society, with opportunities surging in the domestic market, said government officials and business leaders during the World Internet Conference Wuzhen Summit in Zhejiang province on Thursday.
The East China province has widely utilized digital technologies to contain the COVID-19 pandemic. In the past three years, more than 600 new public healthcare projects supported by digital solutions have been launched.
"Applying digital technologies in the control of the pandemic has gained solid ground in Zhejiang. Digital technologies are not only technical means, but more of a working method and a lifestyle," Cheng Yuechong, vice-governor of Zhejiang, said at a forum during the Wuzhen Summit.
"Digital technologies have provided strong support for accurate, efficient and effective COVID-19 prevention and control. Zhejiang will further push forward digital development of the healthcare sector comprehensively," Cheng said.
As of June, China had 1.05 billion internet users, and the nation's internet penetration rate stood at 74.4 percent. The digital economy has become an important cornerstone to help stabilize economic growth, said a report released by the Chinese Academy of Cyberspace Studies on Wednesday in Wuzhen.
In 2021, the value of China's digital economy reached 45.5 trillion yuan ($6.3 trillion), accounting for nearly 40 percent of the country's GDP, the report said.
Hu Xijin, former editor-in-chief of Global Times, said the development of a digital society has changed the way information is disseminated, and the internet has provided strong support to help raise work efficiency since the pandemic. For instance, the internet enables people to work from home and use mobile-based health codes, Hu said.
"The pandemic has urged more offline activities to turn online, and online shopping and online meetings have become more common. Such a trend will certainly help promote the building of better internet infrastructure and further strengthen people's awareness of how to use the internet," he added.
Meanwhile, Jamaica's ambassador to China, Antonia Hugh, said in Wuzhen that COVID-19 encouraged more enterprises in the Caribbean country to make digital transitions and use more technologies in public and private sectors.

US electric vehicle maker Tesla said on Thursday it will double down on its investment in, and future plans for, the China market, the world's biggest for EVs.
In remarks made at the 2022 World Internet Conference Wuzhen Summit, Tesla said it will further tap into the burgeoning EV business and strengthen efforts to promote the transition to clean energy globally.
The carmaker also said it hopes to contribute, through its solutions and products, to China's goals to peak carbon emissions by 2030 and reach carbon neutrality by 2060.
China's EV market has been booming and is becoming more attractive for EV manufacturers, said Tao Lin, Tesla's vice-president.
With the improvement of EV infrastructures such as charging piles and relevant services, travel by EVs has become popular. EV sales continue to surpass sales of fuel vehicles in what has become an irresistible trend, Tao said.
The China Association of Automobile Manufacturers said that from January to October, the production and sales of new energy vehicles, or NEVs, reached 5.485 million units and 5.28 million units, respectively, both up 110 percent year-on-year.
"We hope to play a bigger role in China's achieving carbon goals with our sustainable concept and products. Meanwhile, Tesla also hopes to tap the growing EV market of China, the world's most populous country, to further our mission of 'accelerating the world's transition to sustainable energy'," Tao said.
Tesla's plant in Shanghai remains the carmaker's major export hub, helping the company drive up its fast-growing global sales, she said.
In the first 10 months of this year, accumulative exports of Tesla's Shanghai plant reached 219,427 units.
Tesla said it will ramp up contributions toward China's EV development. Tao said over 95 percent of Tesla vehicle parts are made in China, which contributed to the growth of the country's manufacturing industry and the development of industrial chains.
"Tesla attaches great importance to the Chinese market and consumer demand. The company has been stepping up efforts to offer improved charging solutions for Chinese consumers. It also strives to improve services, from consulting and purchasing to after-sales service, with the support of science and technology," Tao said.

Zhang Yunming, vice-minister of the Ministry of Industry and Information Technology, the nation's top industry regulator, said China has made remarkable progress in the construction of digital infrastructure in recent years.

The China-developed BeiDou Navigation Satellite System is one of the world's four major suppliers of global satellite navigation data. It has been open to global users since 2020, providing them with round-the-clock, all-weather high-accuracy positioning, navigation and timing services.
Currently, more than half of the countries and regions in the world are using the BDS and more people are enjoying a convenient, efficient, precise and safe life as a result.
Over 30 African countries are using the BDS. In Mozambique, the use of drones deploying the BDS has greatly improved the efficiency of plant protection. China Academy of Information and Communications Technology
The Global 5G Event is based on a multilateral memorandum of understanding by 5G promotion organizations from seven countries and regions, inviting global participants to collaborate on consensus building for 5G networks and promoting the smooth development and deployment of 5G technology.
The event has been held for nine years, the first and eighth of which saw the IMT-2020 (5G) Promotion Group, led by the China Academy of Information and Communications Technology, act as host.
The event helps strengthen joint research on 5G technology among organizations, share progress in 5G promotion strategies and network construction, and accelerate the global commercial deployment of 5G. At the same time, it helps promote research on typical scenarios for 5G application and technical solutions, as well as deepen 5G application in areas such as heavy industry, smart vehicles and medical care.
The Global 5G Event has actively conducted research on key technologies for 5G enhancement, invited multiple participants to jointly discuss new application scenarios and new technological trends, and promoted the evolution and innovation of mobile communication technologies.
Asia Digital Art Exhibition
Beijing Tangying Culture Communication
The Asia Digital Art Exhibition, one of the cultural activities of the Conference on Dialogue of Asian Civilizations, made its debut on May 16, 2019.
In June 2019, more than 100 diplomatic envoys and industry representatives visited the Asia Digital Art Exhibition, immersing themselves in a digital show.
In October 2021, the exhibition's innovative digital achievements wowed an international audience at Expo 2020 Dubai in the United Arab Emirates.
The exhibition has set up a platform for international cultural exchanges. German and Australian artists visualized the cultural symbol of Chinese kung fu at the exhibition in 2019. Practice of cross-border data flow of the European Union's scientific research data
Macao Digitalization Development Association
Massive cross-border data flow backs up scientific research, trade and economic activities all over the world. However, different requirements of countries and regions for security purposes and a lack of consensus on technology slow down data sharing.
Considering this, the Macao Digitalization Development Association has teamed up with the European Union International Data Spaces Association and built a cross-border data flow channel between Macao and the EU. Data was transmitted safely between the International Institute of Next Generation Internet at Macao University of Science and Technology and the Fraunhofer Institute for Software and Systems Engineering.
Moreover, the association has collaborated with China Telecom Macao, Beijing Institute of Technology, Zhuhai MUST Science and Technology Research Institute and Privacy Pioneer to establish a governance mechanism with rules, technologies and management related to data flow. The Internet Protocol version 6 (IPv6), privacy protection and blockchain are used during the process in order to ensure that data flow is traceable and controllable.

The internet is one of the greatest inventions in human history, and the Internet Protocol version 6 is a major upgrade. IPv6 has truly realized the notion that "every grain of sand on the Earth can have an IP address", so that more users and devices can access the internet, making the interconnection between everything and the metaverse possible.
In recent years, traditional internet address resources have been exhausted, and the world is in a critical period of upgrade and evolution toward IPv6. In order to accelerate the global scale deployment of IPv6 and promote the process of global digitalization, four industry experts, including Liu Dong, director of the China Future Internet Engineering Center, jointly made a proposal to promote the deployment of IPv6.
The proposal points out that IPv6 offers better flexibility, security and efficiency, and will deliver faster internet speeds, more secure internet access and stronger privacy protection capabilities. It advocates the global community to increase the integration and innovation of IPv6 technology, accelerating the practical application of pure IPv6.
International Chinese Language Day

Chinese Plus is a major online Chinese learning platform for global language learners and institutions. According to the organization, since its launch in 2020, the platform has offered 16,000 online courses, set up 100 Chinese learning platforms for 47 countries, opened 18 online Chinese classrooms in 15 countries, and established cooperative relations with 1,400 schools, institutions and enterprises in 161 countries. On April 20, which marked the 13th international Chinese Language Day, Chinese Plus and the Center for Language Education and Cooperation jointly hosted the UN Chinese Language Day 2022 Event. More than 600 institutions in 105 countries held 1,160 activities to mark the event, including 69 embassies and consulates of China in various countries, as well as international organizations such as UNESCO and the World Tourism Organization. Nearly 200 domestic and foreign universities, more than 340 Confucius Institute facilities, over 30 international Chinese-learning organizations and Chinese and foreign enterprises also held relevant activities. The event in total attracted more than 150 million participants.

Each year, it coordinates and handles over 100,000 cybersecurity incidents.

Interconnected international logistics channel to promote new Silk Road e-commerce

Cainiao is a global logistics industry internet company. Its businesses cover international and domestic logistics supply chains, urban and rural delivery, logistics real estate and logistics technology. In the 2022 fiscal year, it achieved an operating income of 66.8 billion yuan ($9.21 billion) and created nearly 300,000 jobs.
In 2018, the company started the construction of its international logistics channel and adopted the strategy of combining connectivity of infrastructure with digital intelligence. It has built a logistics network covering more than 200 countries and regions around the world, which has enabled overseas delivery to consumers within 10 days.
In 2021, Cainiao's global logistics network handled more than 4.5 million cross-border parcels per day, making it one of the four major cross-border logistics networks in the world. Digital Dunhuang
Dunhuang Academy
The Mogao Grottoes in Dunhuang, Gansu province, represents a combination of architecture, sculpture and painting. It is an outstanding representative of Chinese traditional culture.
In the early 1990s, the Dunhuang Academy put forward the concept of Digital Dunhuang project, which is about using computer technology and digital image processing technology to reproduce and preserve precious relics showcasing Dunhuang culture and art. With more than 30 years of development, a set of systems for the collection, processing, storage and display of cultural relics has been established, and a large number of digital resources have become valuable innovative resources in the digital age.
In 2016, the Digital Dunhuang resource database went online, which featured high-definition images and panoramic tours of 30 caves. To date, the database has welcomed visitors from 78 countries, including China, the United States, the United Kingdom, South Korea, Japan, Italy, Russia, Canada, France and Spain. The database has so far received more than 16.8 million visits in total and has become an important brand and a window through which the world can learn about Dunhuang culture.
Greater efforts are needed to make artificial intelligence safe for human society — and regulators over the world must set ethical boundaries before AI technologies and algorithms make further advances, industry experts said on Thursday.
"A knife can be used for chopping food ingredients, but it can also be used to kill people. Ideally, we should develop AI into a sharp knife that can be a practical tool for human beings but will never harm us," said Zhu Shiqiang, director of Zhejiang Lab and deputy president of the Artificial Intelligence Industry Alliance, at a forum on AI and digital ethics at the 2022 World Internet Conference Wuzhen Summit.
Zhang Bo, president of the Institute of Artificial Intelligence at Tsinghua University and an academician at the Chinese Academy of Sciences, said measures to prevent the risk of people losing control over AI-enabled machines and potentially sentient robots must be put in place, or else, science fiction scenarios may come to pass.
"We used to believe that machines can become threats to human beings only when AI surpasses, or gets close to, that of humans. But the fact is, although AI is nascent, it appears as though we've started to lose control sooner than expected," Zhang said.
Currently, AI-enabled technologies can generate quality information, including text and images, to meet the requirements of users. But AI can also be freed of user control and manipulated to deliver biased and inaccurate information. Decisions based on such information can lead to disasters. Yet, people should give the AI industry liberty and autonomy to develop in the right direction, Zhang said.
"AI systems are also vulnerable to attack as algorithms aren't safe, trustworthy or reliable. When systems are under attack, they may even act destructively," he said. "Technologies like AI deepfakes — the manipulation of videos and images to create seemingly realistic but fabricated content — have had a huge impact on society."
Developers must assess AI systems scientifically during the development stage and have them closely monitored. Also, measures to prevent systems from being attacked or going rogue must be put in place, Zhang said.
Zhu of Zhejiang Lab said that, although currently, AI is still nascent, people must attach great importance to preventing it from being misused while pushing forward its development.
The lab, he said, has started developing methods to prevent AI from harming society and keep it under control.
Official: More efforts needed to augment intl exchanges, innovation capacities
The digital economy is playing an increasingly important role in accelerating the digital transformation and upgrading of industries, and bolstering China's high-quality economic development, said officials and company executives at a forum on Thursday during the 2022 World Internet Conference Wuzhen Summit.
Ren Xianliang, secretary-general of the World Internet Conference, said China has made remarkable achievements in facilitating the development of the digital economy, which has become a significant force driving China's economic growth.
More efforts should be made to strengthen international exchanges and cooperation, improve scientific and technological innovation capacities, attract more high-tech talent and promote the in-depth integration of the digital economy with the real economy, Ren said.
Zeng Yu, director of the China Internet Network Information Center, called for heightened efforts to push ahead with the construction of digital infrastructure, speed up the layout of the cloud computing network and bolster advances in cutting-edge and frontier technologies.
The digital economy is currently booming across the globe. In China, new industries and forms of business buoyed by innovative digital technologies like big data, cloud computing and artificial intelligence are finding a wide range of applications across various industries and integrating with the real economy.
The scale of China's digital economy reached 45.5 trillion yuan ($6.3 trillion) in 2021, ranking second in the world, and accounted for 39.8 percent of the country's GDP, according to a white paper released by the China Academy of Information and Communications Technology.
"Propelling new development of the digital economy through technological innovation is the responsibility of digital tech companies," said Liu Yong, vice-president of Tencent Holdings Ltd.
Liu said Tencent has invested heavily in the research and development of core technologies and stepped up efforts in the fields of artificial intelligence, 5G, quantum and blockchain, while bolstering the digital transformation of small and medium-sized enterprises.
In January, the State Council — the nation's Cabinet — announced a plan to further promote development of the digital economy during the 14th Five-Year Plan period (2021-25). China aims to raise the proportion of the added value of core digital economy industries in its GDP to 10 percent in 2025, according to the plan.
Zhou Hongyi, founder of cybersecurity company 360 Security Group, emphasized the significance of pushing forward the digital transformation of micro, small and medium-sized enterprises or MSMEs, as they still face mounting pressure and challenges from the shortage of capital, talent and technology.
More efforts are needed to leverage digital technologies to help such enterprises, which play a critical part in narrowing the income gap and bolstering development of the real economy, Zhou said, adding that the company has launched an SaaS — or software as a service — platform and is helping drive the digitalization push of MSMEs.
With the emergence of new digital technologies such as big data, artificial intelligence and blockchain, business-oriented internet applications have entered the fast lane, said Qu Fang, co-founder of Xiaohongshu, a lifestyle-focused social networking site.
Luigi Gambardella, president of China-EU, an international association promoting digital and high-tech cooperation between European and Chinese companies, said Chinese companies should grasp opportunities in the digital economy era for win-win cooperation with European partners.
"Chinese companies offering digital energy-saving applications and technologies have huge opportunities in European markets," he said, adding that investments by Chinese companies would give positive signals to European enterprises amid the energy crisis and high inflation in Europe.
Fifteen cutting-edge scientific and technological achievements made by world-leading internet giants from China and abroad were unveiled at the event dubbed "the Oscars for the industry" at the 2022 World Internet Conference Wuzhen Summit on Nov 9 in East China's Zhejiang province.
The achievements cover basic theories, technologies, products and business models on internet, which were chosen from 257 domestic and international applications.

A seminar on co-building digital civilization in the Yangtze River Delta region kicked off at the 2022 World Internet Conference Wuzhen Summit on Wednesday in East China's Zhejiang province. The Yangtze River Delta region is an economic powerhouse of modern China, which encompasses the metropolis of Shanghai and the provinces of Jiangsu, Zhejiang and Anhui.
During the seminar, the Digital Yangtze River Delta Alliance was established to promote the integration of the region in various digital fields.
The alliance – including Qingpu and Songjiang districts in Shanghai, Hangzhou, Ningbo, Jiaxing, and Huzhou in Zhejiang province, Nanjing and Suzhou in Jiangsu province, and Hefei and Wuhu in Anhui province – will collaborate to boost the development of the digital economy in the region.
Zhejiang will join hands with Shanghai, Jiangsu, and Anhui to focus on the six major fields, including digital infrastructure, digital industry, digital technology, digital society, digital government, and digital systems and mechanisms to jointly promote the construction of the digital Yangtze River Delta, according to Xu Wenguang, a member of the Standing Committee of the Zhejiang Provincial Committee of the Communist Party of China (CPC), during the seminar.
According to Huang Xianhai, vice-president of Zhejiang University, the positioning of digital economy integrated development in the region targets safeguarding the global data transactions and digital trade centers, building an internationally influential digital financial center and innovative center, and establishing an internationally important data industry chain cluster.
Specifically, a digital link platform should be developed to help match supply and demand and the recycles of the internal and external market, Huang added.
Li Jichun, director of the Think Tank Center of the Yangtze Delta region Institute of Tsinghua University in Zhejiang, explained the importance of digital civilization from the perspective of Chinese philosophy. "Numbers are rich in concept in Chinese culture. It is part of Chinese culture and the carrier of Chinese culture. Through numbers, we can know about ancient people's thinking patterns, philosophical thoughts, religious ideas and other valuable cultural heritages."
"In the integrated development for the future, it is necessary to make better use of digital, technology and its market," said Wang Zhen, vice-president of the Shanghai Academy of Social Sciences.
In 2019, the integrated regional development of the Yangtze River Delta was elevated to a national strategy, adding momentum to the region's growth.

People can see a smart helmet used to protect riders, a bionic hand and an exoskeleton robot for physically challenged people at the Light of Internet Expo.

This year's latest advancements bridge many gaps in the internet industry. ODPS, which is a hyper-scale big data computing platform from Alibaba Cloud, also made several innovations, including on the reliability of the database. "Its applications cover sectors like industry, energy, medical services and city governance," said Jiang Jiangwei, a partner of Alibaba Group.
China Unicom's IPv6+ is also among the avant-garde selections. Based on the IPv6+ technology, a smart data private network was built during the Winter Olympics earlier this year in Beijing. It provided the shortest latency, the highest performance, reliable high-quality service, and strongly supported the 2022 Winter Olympics and the Winter Paralympics, said Liang Baojun, vice-president of China United Network Communications Group Co, during the release ceremony.
Malcolm Johnson, deputy secretary-general of the International Telecommunication Union, in his video address, said, "The ITU commends China on its profound digital transformation, bringing the benefits of the technology even to its most remote regions and its strong support to the ITU."
Among the foreign winners, the audience was floored by the Snapdragon X70 chip from Qualcomm. The company said it is the world's first 5G AI-enabled processor integrated into a 5G Modem-RF system. Hou Mingjuan, the company's vice-president, said the processor supports every commercial 5G band from the base 600 MHz up to 41 GHz.
Justin Zhao, deputy general manager of Microsoft China, said the company's Azure Digital Twins is a first-party digital twin service. A digital twin is a virtual model that accurately reflects a physical object.
The Azure product, Zhao said, not only has a single digital twin technology service capability but also provides open platform services. These can integrate with various digital platforms to offer cross-industry and end-to-end digital twin solutions.
The 5G Time-Critical Communication Enabled Remote Control system, jointly developed by Ericsson, China Mobile and Tencent Cloud, provides a bounded latency guarantee mechanism for delay-sensitive applications, said Fang Ying, president of Ericsson China.
The achievements were selected from a pool of 257 projects through voting by a team of experts from China and abroad.
The 15 best scientific and technological achievements are from China Unicom, China Telecom, Peng Cheng Laboratory, Qualcomm, Ericsson, Huawei, Kaspersky, Alibaba Cloud, Microsoft, the Chinese Academy of Sciences, Loongson Technology, Ant Group, Tsinghua University, Peking University and Zhejiang University.

China's BeiDou Navigation Satellite System (BDS) will be further developed and feature better compatibility and interoperability coordination with the world's other navigation systems, including the GPS system of the United States, Russia's GLONASS system and the Galileo system of the European Union, an official said during the World Internet Conference Wuzhen Summit in Zhejiang province on Wednesday.
BDS operators will regard bilateral and multilateral cooperation with other systems in the application sectors as an important matter, continue to promote the implementation of some application demonstration projects overseas and practically push forward its international applications, Ran Chengqi, director general of China Satellite Navigation Office, said at a forum during the summit.
"BDS has made significant contributions to the digitalization of economies involved in the Belt and Road Initiative, and it has provided effective and accurate services to more than half of countries and regions worldwide," Ran said.
BDS has released its cooperative initiatives and application scenarios to countries in Africa, Central Asia and Latin America, as well as member states of global organizations like the League of Arab States and the Association of Southeast Asian Nations.
Launched in July 2020, BDS is regarded as one of the four core satellite navigation systems globally. The technology has entered a new stage and is set to play a more important role with the fast development of the global digital economy, and BDS has been adhering to opening-up and cooperation, Ran said.
"Next, we will continue to promote the construction, development and capacity upgrading of BDS, and provide support for future intelligent and unmanned development. In the future, no matter whether the facilities are underwater, indoors or in deep space, we will be able to enjoy highly precise, safe and intelligent positioning and navigation services."
Besides providing positioning and navigation services to global users, BDS has its own innovations and featured services such as providing highly accurate services for bike-sharing management, he added.
For example, the service helps manage precise locations of shared bicycles nationwide. Currently, China has some 1.1 million bicycles available for sharing that the high-accuracy service of BDS can precisely manage locations of.
Last year, China had some 3.8 million bikes available for bike-sharing services, according to research firm iiMedia Research.
Meanwhile, the State Council Information Office published a white paper titled "China's BeiDou Navigation Satellite System in the New Era" on Friday.
As a first-class navigation satellite system developed by China and dedicated to the world, BDS has been applied worldwide, integrated with global infrastructure and introduced into mass markets, empowering industries and profoundly changing people's lives and the way they work, the white paper said.
According to the white paper, in the years to come, China will further upgrade BDS technologies, functions and services. The goal is to create a comprehensive system that is more extensive, integrated and intelligent, and that provides flexible, smart, precise and secure navigation, positioning and timing services. And by doing so, China will be able to better help improve people's well-being and promote human progress.
In addition, China will promote large-scale BDS applications and encourage their market-oriented, industrialized and globalized development to offer a broader range of public services at a higher quality, the white paper said.
